It is not within a City Old and Historic District. Generally a NRHP does not have any mandated standards but if there is federal funding involved, such as CDBG funding or HUD financing, then certain standards may apply. An applicant for the property who is not using that type of financing and is using private funding would not be subject to those requirements unless they were using historic rehabilitation tax credits.
